APPEARANCE: Soft, snowy hair frames his face. Ice blue eyes strain against the sun, requiring some form of protection, like the transition lenses he refuses to wear unless home alone. Instead, he wears contacts to correct his poor vision as much as possible, and proper sun protection is... optional, minus the sunscreen for his pale skin. He stands at only five foot four, and, as much as he would like another growth spurt, his genetics from his mother's side likely will not allow him to get much taller.
Bailey's style typically adheres to darker clothing (though a few pastels have managed to slip into his closet), though his primary method of dressing himself is grabbing whatever is clean and throwing it on without much care. Layers are preferred, even in the heat of summer. He is the type of person that can make himself comfortable in just about anything, and he is the first to take his shoes off when entering a house (he would walk around barefoot all the time if he could).
When work is involved, Bailey covers his eyes with black fabric, sheer enough that he can see through it without giving away his identity. It pairs well with the grunt uniform.
PERSONALITY: Bailey prides himself in hiding his true intentions. A master of manipulation, he wears many masks and changes them as he pleases to get what he wants. He strives for some level of consistency on the off chance that anyone he has contact with meets someone they should not, and that is why almost everyone who meets him can at least say he's friendly. With a bright smile on his face, he can charm almost anyone he meets. He weaves a web of lies to make them think he is their friend, that he would do anything for them, and this is not reserved solely for everyone else. Even his own family is ensnared, his poor mother believing her child is still innocent and a mama's boy.
In truth, he would trade her for a corn chip at any moment.
Almost everything he does is for himself and himself alone, and there is an ulterior motive whenever he approaches someone. There are rare cases when someone may see past his many masks, though that requires either sticking to him longer than anyone should or being on the wrong side of a mission (then again, if you meet him while he is working, he conceals his identity). He is selfish, ambitious, and cunning. At times, he can even be downright cruel. The most unsettling, however, is when he becomes interested in someone or something. His fascination borders on obsession, and he fixates on it until it wilts away or he gets what he wants.

HISTORY: There was a noticeable strain in the relationship of his parents, one that even a toddler could acknowledge. He acted out to gain their attention if only to break up their arguments for a short period of time. His father worked long hours at an underpaying while his mother worked day shifts at the corner store but was consistently fifteen minutes late to pick her son up from daycare. They struggled to make ends meet after being slapped with crippling bills from the hospital that gradually grew since Bailey's premature birth.
The thin thread barely keeping their marriage together snapped when Bailey suddenly went missing at only three years old. He had been left alone at the grocery store for only five minutes while his father took a work call, but it was enough time for him to wander off after seeing someone walking their Growlithe. Hours passed, and his parents frantically searched the streets after calling the police. The sun had dipped past the horizon when he was found in an alley, carrying a Sableye like one would a teddy bear. An officer that found him shooed the wild Pokemon away (which prompted Baily to burst into tears) while the other called his parents.
His mother packed their things the next morning, and she took Bailey to his grandparents' house in Accumula Town while the divorce was being finalized. Bailey brought with him a backpack that he had personally packed, though it was overstuffed and bulging. His mother could have sworn she saw the bag move on its own at one point, but she passed it off as stress and lack of sleep.
Three months later, she discovered that she had not been hallucinating. Bailey had smuggled a Sableye all the way to Accumula Town, and he had been letting the creature live under his bed this whole time. The snacks that kept disappearing during those few months? The little Gremlin's late-night snacking habits.
He was nearly five when his mother was offered better-paying work overseas after an old high school friend reached out to her. They packed up their things once more and moved to Lavender Town, Kanto. He was soon enrolled in kindergarten, giving his mother worry-free time to adjust to her new job. Bailey quickly made a handful of friends, and their parents received permission to pick him up from kindergarten so he could play at their houses until his mother could get off work. It helped that one of his new friends lived next door.
As he grew, he began roaming around the town more and more, becoming increasingly independent while his mother worked long hours to support them. He liked swinging by the nearest convenience store before visiting Lavender Tower, though he was nearly banned after Gremlin tried to scare a couple mourning over the loss of their beloved Pidgey.
It was also here that he met the man that would eventually become his step-father. He held a kind smile on his lips, yet the air around him was cold and uninviting. Despite this, Bailey was fascinated. His stubborn clinging to the man led to his mother meeting him, and the two eventually hit it off (after a certain eight-year-old played matchmaker for a few months). They were married after two years. They were happy on the surface, but the man carried a lot of secrets of which he only shared with Bailey.
He worked for Team Rocket. He visited Lavender Tower often to catch ghost types for them and to remind himself of the lives lost at their hands (not that he felt regret or grief from it). Telling your new stepson of your criminal background may not seem like a smart move, but Bailey idolized the man. His mother would never know. He planned on keeping it that way.
After some convincing, his step-father enrolled Bailey into a 'prestigious private academy' that would ensure he had a well-paying career after graduation. To his mother, this was a dream come true, even if it meant she would no longer be able to see her son's face when she returned home from work. What she did not know, however, was that this academy was the training center for all Team Rocket recruits. He left home at the age of twelve and moved to the academy. He chose to only contact his mother through letters unless training took him to different towns; only then would he contact her through the Pokemon Center.
Bailey graduated with top marks and has recently left the academy, an official job in Team Rocket secured.
